"hannity" starts right here, right now. tonight, the former vice-president of the united states, dick cheney is giving us his exclusive reaction to the debate. first, a recap of the faceoff between crazy uncle joe biden and congressman paul ryan. without question, the headline was biden's downright bizarre, strange, bewildering behavior. for nearly 90 minutes he was either uncontrollably laughing or rudely interrupting his opponent. not even the benghazi terror attack or the nuclear weapons program were enough to prevent these bizarre outbursts. >> it is never too early to

the vice-president's unhinged behavior last night. disturbing as that was, when it came to substance, the results were even worse. we will have a complete fact check in the next segment. but i would be remiss if i didn't include the biggest lie at the top of the program. it involves the administration and what they knew and when they knew it with regard to benghazi. >> there were frow no protesters -- why did that go on -- >> that's what we were told by the intelligence community. the intelligence community told us that. >> they wanted more security there. >> well, we weren't told they wanted more security. we did not know they wanted more security. >> sean: that's blatantly not true. we know, this was determined to be the result of a coordinated terror strike. and we knew tour intelligence knew it in less than 24 hours. on the subject of security, state department officials testified that additional resources were in fact requested and in fact, denied. in other words, tens of millions

of people were misled yet again by this administration last night on national television in the vice-presidential debate. we bring in mr. vice-president, dick cheney. thank you for joining us. >> great to be on the show. >> sean: listen, i guess we have to start we know that joe biden los angeles a tendency to be very gaffe prone. i found this -- i don't know how to say it -- very, very disturbing, his behavior. it seemed uncontrollable. you know, i would describe it not only as rude but probably the most emotionally unstable debate performance in modern american politics. i don't think he could stop it. everybody knows there is going to be a split screen here. how do you interpret this? >> well, i was disturbed by it, frankly. i have got a pretty specific federal requirements i am interested in when i look at a

prospective president. that's what the vice-president is, the ability to step in in a moment's notice and take over. you want somebody calm, cool, collected, who asks questions and seeks good informs and makes life-or-death decisions that we pay a president to take for all of us. i have worked for four president s and was closely involved with the fifth. what i saw in joe biden last night, i would not want to see in the guy in the oval office. characteristics that he used to display when he came down to the white house in the last administration. we valid congressional types come down for meetings on policy or the president to report on some foreign policy issue, you could always count on joe, 1; to talk longer than anybody else, 2; to interrupt people and butt in like he did last night. it was classic joe biden. you saw him in the flesh there last night. as i say, from my perspective, that's not the personality i

would like to see in the oval office. >> sean: everyone talks about one heartbeat away from the presidency. for a time last night, i was tweeting in live time, mr. vice-president, it was funny. at one point, i said, this isn't funny anymore. because it seemed uncontrolled, hyperactive, manic. and then i saw a drawments -- i don't know if you picked this up, not very many people in the media picked it up. but then his mood changed, sort of dour. is this part of a personality trait that you have seen before? you said you had seen some of this on display in the past? >> well, i have seen him in meetings, when we had congressional types down at the white house. he was a [inaudible] personality. people say, that's joe being joe. but, you know, i couldn't help but think last night, and his questions, why did obama pick him to be his vice-president?

he campaigned against him in the '08 election. joe won every debate. but he only got 1% of the vote. he's a unique personnel. viworked with him over the years. i like him. but there is no question in my mind when i look at joe biden and paul ryan on the stage there last night, i think paul ryan's got what it takes to take over as president. i don't think joe biden does. >> sean: you know, there are certain things he said that were factually inaccurate, one was the issue of benghazi. there was a request. we did know they asked for security. we did know it was a terror attack within 24 hours. we had testimony this week from state department officials and others, very clear on what had happened here. he seemed to throw the state department and our intelligence services down the stairs at the same time and not tell the american people the truth. that's pretty disturbing to me as well. i wanted to get your thoughts on

that. >> it's part and parcel with the kind of thing we have seen previously. they like to take credit for having gotten bin laden. but the intel professionals who tracked him down and the special ops guys and the military who got him deserve credit. now they have trouble, they seem to be thrown off -- they don't want to give the intelligence and you went the credit for the bin laden capture, but they are perfectly prepared to place the blame on them when something goes wrong in the middle-east. >> sean: how do you think -- when you did your two debates, you are aware there is going to be a split screen. you are very ark wear at any moment, you could be on camra. they sequestered joe for 6 weeks. he hasn't done an interview, as far as may. young they are trying to hide something as rels to the vice-president, one? and number two, how does this play -- maybe the hard-core

he was nailed by ryan on that. he lied about the ryan budget cuts were to blame for the lack of security in benghazi. he lied did the joint chiefs all supporting the time table for the surge in afghanistan. pat buchanan, besides the bizarre behavior, the facts weren't there. the vice-president lied on many of these issues. >> well, let me say, i think in one of them, it is more serious than a mistake -- misstatement, sean. that's when he said, we didn't know there was a security problem in benghazi. we didn't know they requested is, who did he mean problem. by we? you just showed that the state department said they got the request. today, the white house said the president -- he was referring to the president and the vice-president were not informed of these requests for security assistance. what they are doing is they are carving out the white house and throwing this whole debacle,

this bloody tragedy over onto the department of state and its head, hillary clinton. >> sean: well, hillary clinton and the intelligence community are getting thrown down the stairs as we were discussing with the vice-president. you know, joe, religious groups are suing because they are forcing catholic helps and charities to provide birth control in their health care plans for their employees. so he lied about that when he said it wasn't happening. the benghazi -- he didn't tablet truth, joe. this is problematic, like wasting stimulus dollars. >> there are career professionals in the state department, career security professionals who, yes, were -- requests were made to. they didn't -- the president of the united states and the vice-president of the united states do not micro-manage how many security people are-- who is in charge, joe? who is in charge -- the buck stops where?

the white house was unaware that she was going on, unaware what she was going to say? when there was no protest-- they knew. >> she said it was the result of a protest. >> sean: of course, they know. of course, they knew that. >> of course, they knew that. i will not disagree with you about that. >> sean: checkmate. i have to throw -- >> that's not checkmate. >> sean: the rnc threw out an ad. we have to focus on something. i mean, there is a point where the vice-president, and joe, you kind of admitted this last night. he came off as totally out of control, unhinged. use whatever term you want, but joe does say what he mean and it is rnc threw this ad out. >> i think the vice-president very well knows that sometimes the words don't come out of your mouth the right way. >> but i always say what i mean. >> have you to be ready. you said, i think he can be ready. but right now, i don't believe he is. the presidency is not something that lends itself to on-the-job training.

talking and arguing, it was -- i thought it was an excellent dibait. but why biden did those things -- he knew about the split screen and to do them again and again and again, frankly, what was loutish behavior. i think everybody's talking about it, any kind of gain he made in the debate, i think he has been losing it by the hour today. >> sean: i think it's going to continue. >> sean, look, i was straight right from the get go on the president's performance. i said it wasn't a good one. i said romney won that debate. i said last night that i thought it was a mistake for biden to do the smirking and the laughing. but i do think he made some good points last night on the war and other things. but he shouldn't have done t. i think it cost him a lot of points that he are could have scored? i think it's more than points, i think he couldn't control. >> it we will see how it plays out. >> sean: we will go over the poll numbers. >> i think he was conscious and i think it was deliberate.

them. they need some help now. whatever you call it, the bottom line is people are going to have to pay more money out of their pocket and the families i know, they don't have the money. they are holding hostage, the middle-class tax cut because they say we won't continue the middle-class tax cut unless you give the tax cut for the super wealthy. look, folk, use your common sense. who do you trust on this? >> sean: all right, joining me with analysis, charles krauthammer. you know, he also said holding hostage, they are down on america, they bet against america. you know, i would imagine if a republican said that they would be accused of questioning one's patriot. ism. >> there are two issues here, the media bias which is as constant as the sun rising in the east. have you to go with it because there is no other way. when you don't have a record, have you to do this kind of stuff. but you notice that biden can't

get his story straight. he's talking about tax cuts for the super wealthy. that's not the position of his administration. what he is talking about tax cuts for anybody making over $200,000 a year that, could be super wealthy in his book, but have you a nurse and a firefighter, with a couple of kids and they could be at that threshold, calling them the super wealthy. i think it doesn't work that well. it seemed as if bide know was making a new policy for them, that they would only be taxing people who make a million dollars or more, which is not the administration's position. they had to walk it back today. >> sean: they walked that back. they trying to thread the needle on benghazi. the state department is furious, as is the intelligence community because they were both thrown down the stairs by biden, as they didn't tell the truth about benghazi -- go ahead. >> that's how these things unravel. once you start tossing people under the bus, and they know that a lot of this is not true,

then you are going to get people who blow whistles, in the intelligence community, perhaps from the embassy, perhaps from the state department of they are looking for scapegoats. the real question is who told susan rice to go out there and spin that tale? was anybody aware in the white house? these are nixonian questions. it is clear she didn't go out there and invent the story of a mob and a demonstration, when there was no mob and no demonstration. clearly, they are pretending something here. and ultimately we'll find out. the only thing i am concerned about is because of the lack of interest in the mainstream press, this -- they could be -- the administration could drag this out until after election day, after which, they don't care. everything is about election day. >> sean: i liked your analysis last night when you you talked about if you were listening on radio or read egg transcript or watching on television. we spent a lot of time analyzing

the bizarre, uncontrollable behavior of vice-president. with that said, i watched a very smart, very mature, very pom -- composed, thoughtful, decent guy that understands the economy, numbers by the name of paul ryan. he got a lot of good zingers in last night. i think everyone was so distracted by the vice-president's bizarre behavior, they didn't pay attention to things like this. >> look, if we are hit by terrorists, we are going to call it for what it is, a terrorist attack. they see barack obama and new york city the same day as netanyahu and on the same day, instead guess on a daily talk show. sometimes the words don't come out of your mouth the right way. was it a good idea to spend taxpayer dollars on cars in finland or wind mills in china? was it a good idea to borrow all of this money from countries

like clina? here's the problem, they got caught turning medicare into a piggy bank for obamacare. >> sean: when i watched the debate a second time, charles, really paying attention and listening more deeply and not as distracted by biden, i realized, i thought paul ryan did a really good job. >> that's what i was trying to say last night, firead a transcript, i think you would conclude it was a draw. each side made their points. there was no way to refute all the other points. i thought the moderator was extremely intrusive. i would like when the moderator says, we have to move on, for one of the candidates to say, why the hell do we have to move on? we are in the middle of a very important discussion. we are going to continue. i don't like the way they decide we are going to speak about "x" for so much time. the moderator's job is to allocate an equal division of time and that's it. but i think on point, it was sort of even. if you listened on the radio,

the reason i think biden won on the radio, he was aggressive and on the attack, forceful, he kept speaking over the moderator and over ryan, interrupting in a way that put him in control. but when you add the mannerisms on tv and clearly it was a loss because biden really looked a lot out of control, at times. >> sean: all right. charles, good to see you. i think my yankees will see your nationals in the world series. we are not going to be on the same side. >> no. this could be the one time when you are going to get it completely wrong. the most extreme examples. the momentum is with mitt romney. but where i would differ with ed, i think he has yet to close the deal. he needs one more good debate to keep the momentum going. the key state ohio will come into play-- but if the momentum shifts, you believe ohio would go with it. >> i do? should we care about the four out of five polls where romney is leading? the only one hathat had him down is rasmussen. >> it is not worth wasting a lot of time. it gives you emotion, using the state polls. you have five or six governors races, florida, virginia, north carolina, ohio, obviously, he gets those four. he is 266 and then he can win new hampshire, o-- iowa, colorado and he wins the presidency.
